The Lyceum Fellowship was established in 1985 to advance development of the next generation of talent by creating a vehicle for stimulating creative thought in the field of architecture.

The competition required the design of an United States Institute for Peace: A Prototype for Interaction. A prominent site was chosen directly across from the Lincoln Memorial in Washington

The focus of the competition was limited to the design of an Entryway and Conference Centre. It would also house the primary meeting areas for the Institute and include support areas such as a cafeteria, seminar rooms, conference rooms and media access.
